The institute was established in pursuance of NPE 86 under centrally sponsored scheme of MHRD under aegis of SCERT in 1988 to cater the educational needs of District West of Delhi. The mission of DIET is to provide academic and resource support at grass root level to achieve the goal of UEE and overcome illiteracy. There are three major functions of DIET namely,

• raining (Pre service, In service teachers/Head Masters, AE/NFE Functionaries)
• Material Development (For trainees, teachers and instructors)
• Action Research and Experimentation (In the area of Elementary and Adult Education)
