Ever since 1949, the absence of a college in this area was deeply felt. The dream took a tangible shape on 26th Jan., 1960 in a pubilc meeting, Finally, a college committee was formed by the local people under the Presidentship of Late Rajbahadur Rama Chandra Mardharaj Deo, the then M.L.A of Khallikote. While efforts for establishment of a college were going on and public contribution was in progress, the Rajasaheb breathed his last. Hence, another Managing Committee was formed under the Presidentship of Mrs. Sugnana Kumari Deo, the Ranisaheba of Khallikote. Late Pandit Baikolli Mahapatra andTrinath Samantra were the Vice-President and the Secretary of the College Managing Committee respectively. The first inspection commission for the establishment of a college visited Khallikote on 5th April' 1964 and recommended for the same. Initially, the college started functioning in the Dewan Bunglow from 1st July‘ 64 and later, it was shifted to the present building at Nirmaljhar in 1968.The College was named after the benevolent Rajabahadur Rama Chandra Mardharaj Deo, for whose vision and munificence this college owes its existence. The twelve acres of land, a panoramic spot at Nirmaljhar on which the college complex stands was donated by Late Rajmata Chandrapriya Devi. In the beginning, the College was affiliated to the Utkal University in Pre-University Science. After the establishment of Berhampur University in 1966 the college was reaffiliated to it. This organisation has become a fulfledged degree college in Arts/Science/Commerce stream with facilities for Honours teaching. In the event of the establishment of Council of Higher Secondary Education in 1983, the Higher Secondary wing was affiliated to the CHSE, Orissa. The vocational stream in +2 has been introduced in the college since 2002 . The Govt. Junior Vocational College established here provides teaching facilities in one trade, such as TTT. The college has got one hostel of its own : Chandrapriya Women’s Hostel for ladies only. The college has been accredited by NAAC in 2006 in Grade - ‘B’
