Dr.Bhaurao Paygonda Patil founded the Rayat Shikshan Sanstha, on the auspicious day of "Dussehara" on 4th October 1919 at Kale, Tal. Karad Dist.Satara in Maharashtra State. He was popularly known as "Karmveer" which means a hero in action. His contribution to the field of education is outstanding. He also was a follower of Satya Shodhak Samaj. He not only attended the meetings of it but tried to search the root cause of the problems of a common man. He realized that education could alone eradicate illiteracy, superstition, untouchability, caste, creed & racial discrimination and inequality of gender.

He propounded a new system of education for students from economically weaker and educationally backward strata of society. Education through self-help, simple living and high thinking, self sufficing, self-reliant and self respecting education were his mottos. He established Shahu Boarding House at Satara in 1924.Here he brought the entire promising students who had been deprived of the education, irrespective of caste, creed or religion. He nurtured among them a work culture through "Earn and Learn Scheme" and offered dignity to labour. He had a charismatic, multi-faceted and splendorous personality. He inspired confidence and reverence in the hearts of those who came in contact with him. He was extremely courageous and stern.

Karmveer started his educational mission by opening primary schools as the hour demanded it. Then step by step he started running secondary schools and the colleges to administer the need of higher education. He was a man of practical vision and made it a point to introduce a novel ‘Earn and Learn’ scheme wherein the students had to earn their education through their labours. He has in his mind the values like- National integration, cultural development, and all – round development of human- personality, enrichment of personal and national ethos.
