University of Petroleum and Energy Studies (UPES) is a Statutory University legislated by the State Government of Uttaranchal through an Act (UPES Act, 2003). It is recognized by University Grants Commission (UGC) under Section 2(f) of the UGC Act, 1956 and is the ‘First University under Public-Private Partnership’. It was founded by the ‘Hydrocarbons Education and Research Society (HERS)’, composed of a group of eminent individuals from the oil and gas industry in 2003. It is a unique institute in the sense that it specifically offers courses catering to the energy sector; which makes it first if its kind.
